IBEW Local Union 60 Federal Legislative Agenda Questionnaire

Instructions: please review and answer the following questions to the best of your ability. If you have a longer answer, you may adjust the spacings on this document to accommodate your answer, even if it adds to the number of pages in this questionnaire. You may answer by pen or by computer. We do ask the candidate to write/type their name at the bottom in the space allocated and to sign the document either by pen or e-sign.

  • What is your position on the Protecting the Right to Organize (PRO) act?

The Pro Act needs to be put into law. It allows the unions to organize and collective bargaining in the workplace. It will enable the National Labor Relations Act to expand various labor protections related to employees rights. The Pro Act would weaken right to work laws. The unions will also be permitted to encourage secondary strikes.

2)  What is your position on the Employee Retention Tax Credit (ERTC)?

Whenever there is a pandemic employers should be given the opportunity to reduce their employment taxes in efforts to retain their employees. However, the employer should not be permitted to pay lower employment retention taxes permanently.

3)  What is your position on labor standards for federally funded projects?

All federally funded projects should acquire a prevailing wage, benefit pay and overtime. Independent contractors who work on federally funded contracts should be made accountable by making sure all employees working on the contract are properly classified. Independent contractors who are repeated offenders should be barred from working on federally funded projects..

4)  What is your position on Carbon Capture technologies (including Carbon Capture Utilization & Storage)?

We believe carbon capture, utilization, and storage (CCUS) will play a key role in global effort to reduce emissions, while ensuring the world can continue to thrive.

5A) What is your position on Nuclear Power?

I’m in favor of Nuclear energy for the simple reason, it protects our air quality by producing massive amounts of carbon-free electricity.

5B) What is your position on the production of High-Assay, Low-Enriched Uranium in the U.S.?

As federal government we must invest in support of more production. There’s a pressing need for HALEU now and more will be needed before the end of the decade.

5C) What is your position on the Nuclear Power Production Tax Credit?

President Joe Biden sign into law our nations, Inflation Reduction Act (IRA) even with this law we still need to do more, Reform and Regulation it is long overdue.

6)   What is your position on Right-Of-First-Refusal (ROFR) for electrical utilities?

As an International Business owner I understand that defeating “ROFR” will help control rising energy costs by introducing competition. Free market competition will bring savings to both sides of the industry.

7)   What is your position on expanding broadband capabilities to rural and underserved communities?

Rural and underserved communities should have access to broadband capabilities. President Biden made some improvements to provide broadband capabilities in these areas. Installation of fiber optic cables will help broadband capabilities in the rural areas and underserved communities. It will also create jobs.

8A) What is your position on robust, enforceable labor standards on trade policy?

I am a strong advocate in favor of strengthen enforcement by expanding the role of the World Trade Organization or using bilateral trade agreements.

8B)What is your position on the Trade Adjustment Act (TAA)?

We must protect and fight for TAA REFORM; this will be one of my many actions when in Congress.

8C) What is your position on the De Minimus loophole as it pertains to the Import Security and Fairness Act?

I will work with our Senate and our President to close this dangerous loophole (De Minimus) the life’s and security of our Congressional district 23 will no longer be at risk.

9) What is your position on the Public Service Freedom to Negotiate Act?

Public service employees should be given the right to organize, act concertedly and bargain collectively. in states where these basic protections are not permissible.

10A) What is your position on House Continuing Resolution 119 (from the 117th Congress)?

As a former rail road employee (Southern Pacific & Union Pacific) for 12 years, I know firsthand the tasks at hand. The Continuing Resolution 119 that gives rail road employees seven days of sick leave. Is no longer acceptable, I will fight for a total of twelve days of sick leave.

10B) What is your position on the Freight Rail Workforce Health and Safety Act?

As a former rail road employee I was told the following “Safety First” Although this Act, provides adequate time for rail car inspectors to assess train components without being rushed, we must continue advocating for more REFORM due to the recent train derailments affecting our Nation.

10C) What is your position on the on the Rail Worker and Community Safety Act?

Due to the increase of recent derailments across the country and including the implementation of Precision Scheduled Railroading, I will fight in Congress for more accountability and reform regarding this Act. The Federal Rail Road Administration (FRA) must also implement all this practices at our Southern Borders and Northern Borders.

10D) What is your position on the on the Healthy Families Act?

I will advocate for reform due to our Countries lack of medical infrastructure as our population continues to grow at massive numbers making it more difficult to make or schedule doctors or medical appointments. We must reform our Healthy Families Act. .

11)  What is your position on members of Congress, their families, and staff regarding insider trading?

I will advocate for STOCK Act. Reform and make all Congress family members disclose their transactions online as well.

12)  What is your position on Re-Authorizing the National Apprenticeship Act?

The Department of Labor should be given the authority to safeguard the welfare of apprentices to ensure equality of access to apprenticeship programs. The agency should be able to provide integrated employment and training information to sponsors and the local employment and training community.

13)  What is your position on the Davis-Bacon Act?

An employee should earn a prevailing wage that equates to the cost of living. They should also be paid fringe benefits up to 40 hours. Overtime pay should continue to be enforced in accordance with the prevailing wage rate. However, employers should not be permitted to misclassify job descriptions on a Davis Bacon contract. More Davis Bacon training should be provided by the Department of Labor to enable employer and employee awareness. President Biden recently raised the prevailing wage rate on Davis Bacon wage determinations to $15 per hour. The prevailing wage rate should equal the current cost of living. We should always promote higher wages in private and federally funded jobs.

14)  Would you sponsor or support legislation allowing Overtime earnings to non-exempt individuals earning less than $100,000 tax free?

Tax laws should never hinder employees’ overtime earnings. However, if permissible, I would support any non-exempt employee making less than $100,000 for their overtime earnings to be tax free.
