As a small business owner, Santos is responsible for the healthcare coverage of his company’s employees, negotiating with insurance companies for the best coverage plans and with hospitals and clinics for the best care possible. Santos knows the heartache and financial hardships families go through if they have no health insurance or are underinsured. 

The 23rd District of Texas continues to face serious health care challenges. The district has many residents who live in medically underserved minority and rural communities. These communities also have many children and parents who are either uninsured or underinsured. Senior residents depend on Medicare and Medicaid, in addition to other sources of federal funding.
